What this screen shows
Every figure shows the cost lines it was summed from.
A dashed border means unconfirmed: it is not counted in any total or in the Project Book.
A legacy budget figure and the plan appear as two claims. Neither silently wins.
Why it works this way
The agent proposes and a person confirms. After confirmation the record still says it was proposed by an agent, so provenance is never erased by agreement.
What exists today
Deriving, confirming and withdrawing a plan work in the engine today. The screen for reviewing a proposal is still being built.
