How GPE programmes typically work

One sector plan, several financiers, several sets of rules

Arrangements vary by country and grant. Your grant agreement, the grant agent's procedures and the local education group's agreements are the authority.

The education sector plan

GPE grants support a government's own sector plan. Ministries need to show which activities each grant pays for and how they relate to the plan's priorities.

Grant agents

Each grant is supervised by a grant agent, such as a multilateral bank or UN agency, whose own fiduciary and procurement rules apply. A ministry with more than one grant may answer to more than one agent at once.

Results tied to financing

Part of a grant may depend on agreed results. That puts weight on how indicator values are recorded and evidenced, and on being able to show a reviewer where each value came from.

Many implementers

Regional and district education offices, teacher training institutions and others carry out activities and report upwards, often on paper or in separate workbooks.

Where it started

First built inside a government education programme

The product's first version was developed alongside the team running a live, donor-funded government education programme. We do not name the country or programme. What came out of that work shapes the product.

Blanks are not zeros

When a district had not reported, spreadsheets summed it as nothing spent and nothing achieved. The product shows "not recorded" instead.

Units see their own work

Implementing offices needed to plan and report without seeing or editing other offices' records. Access is scoped to each unit.

Every figure has a source

Reviewers asked where numbers came from. Each figure in the product opens to the records behind it.

Plans, advances and reports move through recorded approval steps.

Advances to implementing offices and their liquidation, and interim financial reports built from recorded payments.

Results with evidence

Indicators with targets and actuals, each value linked to evidence such as school records or training lists.

Read-only viewers

Grant agent staff can be given read-only access to the figures and their sources.

Audit trail

Who changed what and when, for every record.

Cost tables and reports are partly available. In development: procurement method selection, field monitoring with GPS-tagged photos for school construction and supervision visits, withdrawal-application generation, a double-entry ledger, completion reporting and next-project planning, and single sign-on.
