What an IFR is
An interim financial report is the unaudited financial report a project submits to its financier during implementation, usually each quarter or each semester. It shows where money came from, what it was spent on against the budget, and the cash position of the designated account. Financiers use it to monitor progress and, on some projects, as the basis for disbursement.
The content, frequency and deadline are set in your financing agreement, disbursement letter or financial management manual. Formats differ between financiers and between projects. Always use the format agreed for your project; the layout below is a typical starting point, not a standard.
The typical report set
- Sources and uses of funds. Opening cash, receipts by source, expenditure by category or component, closing cash. For the period, the year to date and the project to date.
- Uses of funds by component and activity. Actual expenditure against the budget for the same period, with variances and short explanations.
- Designated account statement or reconciliation. Advances received, amounts documented, amounts outstanding, and a reconciliation to the bank statement.
- Physical progress. Where required, output or indicator progress linked to the spending, and sometimes a procurement or contract monitoring table.

Closing cash must equal the bank balances in the designated and project accounts, after reconciling items. If it does not, the difference needs an explanation before submission.
Problems reviewers flag most often
- An unreconciled designated account. The closing balance in the report does not agree with the bank statement, and no reconciliation is attached.
- Advances counted as expenditure. Money advanced to staff, implementing partners or sub-units is reported as spent before it is liquidated with receipts. It should stay as an advance until documented.
- Missing or undated exchange rates. Amounts in local currency are converted without stating which rate, from which date, under which method. The method is often set in the disbursement letter or financial manual.
- Totals that do not trace. A component total cannot be rebuilt from the ledger or the transaction list. Reviewers then question every other figure.
- Inconsistent period figures. This period plus last year-to-date does not equal this year-to-date, often because a prior report was corrected without a note.
- Unexplained variances. Large differences from the budget with no narrative.
- Blanks shown as zero. A zero says nothing was spent. A blank that means "not yet recorded" should say so.
