The documents a PMU works against
Each project's loan or grant agreement and project administration manual set the actual rules. The concepts below are common across ADB operations; check your own documents for specifics.
Project administration manual
The PAM describes implementation arrangements, the cost estimates and financing plan, fund flows, procurement arrangements and reporting duties. It is the reference a PMU returns to most often.
Disbursement procedures
ADB's disbursement handbook describes methods such as direct payment, reimbursement, the advance fund procedure and statement of expenditure procedure. Each requires its own records and liquidation discipline.
Procurement under ADB policy
Goods, works and consulting services are procured under ADB's procurement policy and regulations for borrowers, against a procurement plan that sets methods, thresholds and review arrangements.
Design and monitoring framework
The DMF sets impact, outcome and output indicators with targets and data sources. Progress reports and review missions ask for actual values and the evidence that supports them.
