What this screen shows
- Creating a project and placing it needs a tenant-level grant. A narrower grant is refused by name, not hidden.
- An unplaced project is marked not_placed on every screen that shows it.
- Nothing is guessed: no agency is assigned to make a form complete.
Why it works this way
A project with no known home is a fact, not an error. A guessed placement reads exactly like a recorded one once written, so the platform does not make one.

Projects can be created today with a code and title. The agency picker shown here is still being built.
