What this screen shows
- Closing is refused while named gaps are open, and the refusal says how many.
- A person may accept the gaps and close, in writing, with their name on it.
- Ratings stay unrated until a person rates them; an unrated section is not a low one.
Why it works this way
Closure is where unrecorded things stop being fixable. The platform makes the gaps impossible to miss, and possible to accept on purpose.
