WHAT THE HANDOVER CERTIFICATE SAYS

It lists each asset by tag, serial, cost and condition at the date of signing, and names who receives it and who hands it over. It is assembled from the register. If a field is not recorded, the certificate says so on its face instead of omitting the line.

Why it works this way

Handover is where equipment bought with donor money becomes the government's. It should be a signed record, not an assumption that it happened.
